Fluid Tank Not Solid Bug

Description
The fluid tank is completely encased in blocks, with a fluid meter and a jet fuel spawner inside (not part of the walls)

It is creative. The developer himself confirmed that it's a bug. Even if it doesn't spawn with fluid, it should still detect the enclosed volume, but the fluid meter does not

could it be that the item was not built in creative mode? IIRC only in creative mode the spawner functions correctly? My older creation today worked perfect. It had fuel tanks and water tanks full with water

It's showcasing a bug. The fuel tank spawns empty, because it's not an enclosed volume, according to the game. But it is.

how is this supposed to work?
the fuel pipe is not connected to the fuel tank
and even with it connected, the jet engine does not start
