Description
Turns the chat into text to speech so you can say things like xxxxxxxxxxxxxxxx.

NOTE: This addon requires an internet connection!
Some useful cvars:
CLIENT:
tts_enabled: Enables/disables text to speech. Enabled by default.
tts_voice: 1 for old voice, 2 for new voice.
SERVER:
tts_3d: Enables/disables 3d sounds. Disabled by default.
