The road china tree has timing and balancing issues, as well as having some outright nonsensical paths.
Why?
Because vanilla cuts industrial research early to free up research slots for techs like tanks and ships. Industrial techs are the most boring and broken techs.
How to fix it?
You would have to override numerous RP files with Road files. So basically make your own version of RP.
Off the top of my head, base industrial output for military factories cut in half, naval boosted 2x, AI should use much better tank templates and be less aggresive with pushes it cannot win. Custom air techs with a slightly redone air designer, redone naval designer... occasional nerfs and buffs to focus trees, some slight rearranges to make things more or less useful. Some annoying road and vanilla popups supressed, like soviet health micro events, american migration if you go fascist turned into a background timer in decisions instead of a popup and the german civil war "city liberated from nazi's suffers damage" events no longer popping up in your face.
A hodgepodge of stuff, really.
Missing industrial research between 1943 and 1954 is intentional.
