Draconis Race Effects Removed

The Draconis race has special racial effects out of the box, so when you also use Race Traits or Frackin Races, the effects stack and make you a bit op. Or, if you prefer the vanilla approach of not having different stats from other races, having those extra traits built right into a race just messes with the game too much, making one single race op compared to all the rest for no reason.

This mod removes the extra effects so you can get fair buffs/debuffs from other mods or just be on par with other races instead of being unfairly op.
