High Elves - Dedication to Khaine

Description
Awhile ago this mod was posted. It stopped working though about a year ago from an update. The author hasnt been around to fix it, so I took the liberty to do so. This mod adds a new dedication to the high elves: Khaine.

All credit goes to the original author SelIan. Upon them fixing the mod, and requesting I take this down, this will be taken down.

Kinda wish CA would have made their own version tbh, because this one is a little strong, but I just wanted to fix the mod for those who wanted to use it

Funny enough, I made my own version of this skill too in my flavour skills mod. Funny how things work sometimes.
