Proclaim Kingdoms & Empires

Description
This mod adds two decisions that work very much like the form kingdom/empire decisions introduced in Charlemagne, proclaim kingdom/empire. They create a titular title based on your current primary title and require a lot more prestige and wealth, but you need only one duchy title for a kingdom, or one kingdom title for an empire.

you might want to lower the cost of creating empires, because the only time I've had that much prestige and gold is when I won two crusades consecutively on the same character.

Hello! Where is the decision to create the kingdom? I cant find it in the intrigue nor can i create it by mingling with the coat of arms. Thank you in advance

could you make a version for counts? In Ireland and Britain I feel as though for earlier start dates that most the rulers should be called kings but their real life kingdoms are too small in game.
