[ULX] Vehicle teleport command

Description
Allows admins to teleport to a player's vehicle if they have lost it.

Command: !tpvehicle {player}

when you select player in ulx it tps the player to its car, this is not very functional in a rp scenario where the car probably is stolen and hidden in a base, it should tp you/admin to the players vehicle and not the players.

this is just some input, thought it would be easy to fix :)
