I only have a hint for you, if you are using a new Intel CPU with e-Cores!
In most Mainboard Bios you will find a "Legacy Game Compatibility Mode" you can enable, so you can shut up e-Cores with "Scroll Lock" key, if you want to play.
"The fact is, however, that this setting must always be made BEFORE starting the application. For example, if you want to play Assassin's Creed Origins, you have to make sure to activate the scroll button before starting the game. If the light glows happily on the keyboard, this means that not only a normal game start is guaranteed, but also lag-free gaming - at least that's what Intel would like...."
I won't buy any single piece of whatever they call a game. They don't care of losing me as a player, but I respect myself much more than to enjoy of sombody put me in the gutter faced down and give a basic advises of how not to die. A weak metaphore but still.
I use Windows 11, which is techically Win 10. Anyway, I've downloaded MP3 for the first time since 2017, a new PC means a new experience. A shocker it hasn't start. 3.5 hours of me having sex with the computer to try and fix the game hasn't give anyluck of actually play it. So I went to chat with our "friends" at the R* support team. All those "exellent" advises you were given I was given as well.
I have tested, make "commandline.txt" in the Game Root Directory and copy the Values inside, works!!
