Increased Range Skill

Description
Adds a hero skill that increases the hero's attack range.
This skill is available from Level 6 and costs 6 Skill points to acquire.

I'm reusing the Superior Overwatch icon because I don't know how to add a new icon.

Exit's petty guide to adding icons.
Now Planetfall uses a strange system where icons are store in ''Shared_Passive_UnitProperties_Icons'' a clb file, meaning you need to open the content editor to mess with it, including adding new images for icons.
