"Iris Libre" is the name of Free France, "Vichya Dominion" being the name of Vichy France. France, before the fall, is named Iris Orthodoxy in-game.

Besides, I think "Royal Navy" wouldn't be the name of an entire *EMPIRE*, more like "Royal Empire". But we don't know anything about that so who knows.
