Description
There are a lot of these types of maps on PA's workshop, but this one gives you all the bureucracy options unlocked apart from dogs as soon as you hire a warden, as well as a huge sum of money and continuous intake turned off.

In the game's files there is a data section that you can unpack, then edit the game's files and textures. I haven't personally changed prisoner textures, but I have seen prisoner files and images in there.

where can you make mods to change the apperances of the prisoners?

On the PA website you can buy the game with a pack that lets you choose a name in the game and design a prisoner if thats what you mean. You can also make mods to change the appearance of prisoners.
