I don't have the digital artbook, ebook or ringtones DLC. Do you have any useful information for those? What do they do?

None, it just allows 4 starting civic picks. Just raises the limit.

It adds civic and trait points, caps max traits at 40. That said, to write such a thing in the description would be inconceivable.
