Reupload of my Cruel World mod (as an attempt to make it compatible with Overhaul mods)

This little mod aims to make your life literal hell: it massively inceases terrain, weather, experience, war support and stability penalties
For all the people who either are masochists, feel suicidal or want to attempt a true hardcore run.

Overhaul mods that heavily depend on the following two files might have issues:
- common/terrain/00_terrain.txt
- common/modifiers/00_static_modifiers.txt
