Ashland Hat w/ Working Goggles

This is an extremely simple mod that adjusts the dust storm protection of the vanilla Ashland Hat to 100% as with the Ashlander Goggles. I questioned why this wasn't done in the base game.

The true reason is that weather protection values for armor items are equalized in the game files. This is why the Fog Mask can provide 100% protection against fog and dust storms but the Ashland Hat CANNOT protect 100% against dust storms and 50% against acid rain like it ought to. As a result, this new hat provides full immunity to both weather effects and could potentially be used in an exploitative fashion.

If this imbalance bothers you and you don't want to download, that's perfectly fine, I simply can't stomach the logical inconsistency of goggles no longer working when you wear a hat.
