Base Reluctance Nerf

Changes the Base Reluctance that is applied to all diplomatic actions to 5 isntead of 20.

This way it is possible to go into non agression pacts with nations that have a "good oppinion" (threshold is 50%) of you if there are no other negative modifiers for example.
Same goes for military access.

I found it very frustrating that I couldn't even go into non aggression pacts with countries that had a very high oppinion of me unless I had a Focus for that. It also seemed weird to me that I could often ask for military access but never provide it.

This is just a very simple lua mod similar to the other Base Reluctance mods but with the difference of this beeing 5 not 0 so that you still have to be on good terms with someone to make a non aggression pact.
