^you need valve plugin to paint.net/photoshop or etc to save your texture in to valve texture format^

^ example is kind of bad, try extract some prop materials from gmod\mods
and copy it to your material ^
also i guess (MAYBE) you have problem in VMT path to VTF texture, or your preview application dont see this path and you need copy your materials\textures to root of gmod
