FreeCamera originates back to the OnionPatcher by https://github.com/Moonkis made around 2017. It was most likely the first mod ever for Oxygen Not Included.

We agreed to merge our similar tools. First by releasing both mods as open-source. As at this time the game did not have any modding support yet and applying mods was hard.

Now it's easy to add many mods thanks to Steam Workshop. This single feature was extracted and published as a separate mod.

If I remember correctly Cairath also noticed that the vanilla zoom out is often lacking and she made her own solution - Bigger Camere Zoom Out. The main difference seems to be that Cairath's mod features higher zoom on the galaxy map which is not supported FreeCamera mod, but FreeCamera allows to zoom out more in-game.
