Holsp´s city in need of Biffa

Description
I started a long time ago and now after downloading few traffic mods and trying them out I did not pay much attention to the city and it collpsed. The population halved for no apparent reason, only for "Low land value" which is impossible as I have enough of it. I hope someone will be able to uncover this mystery and help this city.

You can look into the traffic if you want to but the population is critical

i did find out the big question you had about why your land value was low you had roads over your buildings and some of your sewage treatment plants were next to your homes sims hate that so iv moved alot and re worked your roads sims are moving back in and one of your districts are coming back to life
