Hibernia

Description
A simple mod that allows you to form Hibernia if you have Hibernian culture and own all of Ireland.
Provides the same benefits as the equivalent "Form the Caledonian Confederation" decision.

@genorising No, since it fundamentally changes how the game works and is not purely visual it is unfortunately not ironman compatible.

@craiGiarc Thanks. Yeah, it's a strange one not to include I think but there's quite a lot of flavour missing, I assume this mod will be redundant within a few patches when Paradox flesh out the game a little more.

Good idea. You beat me to it. I don't know why Paradox didn't include Hibernia.
