SCS ETRC trailers in AI traffic

Description
Adds the SCS ETRC truck racing trailers to AI traffic.
Each etrc trailer has a relatively low spawn rate, however as there are 10 of them they should still be relatively frequent on the roads.

Not ownable.
Mod is standalone and does not replace stock paintjobs. Should be compatible with all other mods.
Tested on 1.36

Sorry but it's very unlikely at this time. 1.37 broke them and 1.38 made it worse.

This is not an ownable trailer. It is traffic only.
