This is a TFA Vox Pack, configured for use with Greens_'s Half Life Source Playmodels Pack (but compatible with TFA Vox in general.) Greens_'s pack is available here:

Whenever applied, replaces footsteps with the same sound. Good VOX pack, but this is a pretty noticeable issue when you find out.
