"Torched" Achievement Fix - Flamethrowers for Penal Battalions

Description
Replaces PTRS AT rifles with ROKS-3 flamethrowers. In fact, it restores Penal Battalions entirely to the stats from patch version 3.0.0.16337 (Ardennes Assault).
