How do I activate the GUI exactly?

A good thing you could add would be "Buy a State," an idea Kiwi had of how to implement it would go like this: It could cost, lets say 200 pp, and gain the negative modifier "Recent Transfer of Power" on whatever state you purchased. That action would grant the vendor +30 factory output and -20% consumer goods for about 180 days, and same for the buyer, just negative. It's just an idea, and at least a way to implement it probably would need more tweaks. Just the idea of gaining a state without war is kind of over powered if not properly balanced and Kiwi's trying to make a balanced way to implement it, kinda like the Demand It! mod but more immersive.

This is a modding teaching tool to learn how paradox developed their new ui so modders can have more content.

I don't necessarily understand the mod and its functions, but it seems increasingly interesting. Can someone tell me what it is about, pardon my ignorance and stupidity.
