Better Population Mapmode

In vanilla the population mapmode only shows the most populous states that have around 7mil population or higher.

With this mod, the mapmode allows you to see the state populations more clearly in less populated areas.

There is one major disadvantage, Indian and Chinese state colors are maxed, so you can't notice a difference between a state with 10mil people and a state wih 20mil people.
