No confederation penalties

Description
By popular demand (well, 1 person requested it), here is a WH1 version of my no confederation penalties mod.
Unlike other mods like this, it completely removes all penalties you get from confederating.

This was done by:
  • copying the data_core table from "confederation_effect_bundles_tables" and removing all rows. This is not the best modding practice, ideally you would rename the table you make changes is, but this was the only way I knew to completely remove the penalties.

  • removing a few lines of code from "wh_campaign_setup.lua" script, so that there is no turn restriction between confederations. You can do as many as you like in the same turn if you want.

Nicely done, any chance adding the possibility to make vassals join in or make military ally easier to become vassal instead of breaking ally to increase vassalage chance.

Just flew through a long campaign with the imperium, I think I never needed this few rounds xD a bit OP but fun non the less, it was always quite stupid how they started hating you because you confederated with someone. Thanks alot, worked like a charm. 5* Would annex all human states by round 100 again.
