Machine Empire Rebalance - Glavius AI Compatability Patch

Description
NOTE: This is built on the 2.2.4 Live Branch. It also requires Glavius AI mod (the beta branch one). However, with the recent rebalance done officially, I will not be continuing this mod into 2.2.5 and beyond. It's purpose has been met, official changes to Machine Empires are pretty close to the things I was doing, and added more as well.

So, this is kind of exactly what you expect it to be: a patch to make Glavius AI and Machine Empire Rebalance, play together nicely. And they do! So, enjoy the fact you can be a Machine Empire with reasonable balance improvements, while also having Glavius' fantastic AI mod in play as well!
