Improved Head Cutters

Description
Balanced version of Durable Head Cutters.

Steel Cutter Head and Crystal Cutter Head are untouched.

Organic Cutter Head has durability raised to 32.5k and you craft 1 at a time now.
Plasma Cutter Head has durability raised to 10k and Plasma Head Charger uses 5x more energy.

I have raised the infernal capacity of machine to 50k, with only 20k it wasn't able to finish the head after power was cut off ;-;
