In EU4, rebels break you...

Purely a counterpoint to my Rebel Nerf mod.

Because why not...

-- Increases effect of province development on NUMBER of rebels (25%?)
-- Tech level increases NUMBER of rebels more
-- Rebel MORALE is double default increase per tech level
-- Rebel generals get more pips on average

Same revolt chances, but tougher stacks.

It's subtle, you can test if it's working by looking over the rebel stacks that will appear from a rebellion with and without the mod active.

Is this mod working? It does not seem to do anything.
