Repeatable Megastructure Building Speed

This mod adds a repeatable tech that boost the buidling speed of megastructures. They work like any other repeatable tech. The AI should also use them.

Every level the building speed is increased by 5%. (To make it somehow balanced)

This mod should be compatable with all other mods as it does not change any base game files.

I added a localisation file for every language so you wont get any placeholders.

I think it isnt ironman compatible but cant confirm that.
