Try placing roads without lamps and putting them with PROP LINE TOOL.
Maybe you have to increase the memory of your computer, or change the graphic card. Because Network Skins is doing very well

Ugh, I was kinda hoping that it wasn't that mod. It causes too much stuttering for me that it isn't really worth it.

Maybe I'll just make the roads in the editor featuring these lamps. It's a lot of effort though for about 8+ different roads currently in my city and having to reskin them all from hand.
