Hattori/Tokugawa ninja fix

Description
I tried to balance this giving them the best bonuses from the Shimazu katanas and Hojo bomb throwers. Its less OP than the other ninja "fix" mods.

Melee attack +2 (Shimazu katanas)
Melee defense +1 (all clan special units)
Morale +0 (all clan special units)
Accuracy +5 (Hojo's fire bomb throwers)
Reload +5 (Hojo's fire bomb throwers)
Ammo +9 (normal ninjas)
Upkeep +0 (they are already cheaper)

In my case this mod takes away amunition from mangonels, from 10/12 to only 5.

There are a few mods that attempt to fix this issue. I'm not sure I've assessed all of them, but this one seems to be the least over-powered, which is why I'm using it.
