C-3 Velox

Description
The C-3 Velox is for when you needed those resources yesterday. Carrying 350,000 resources at 198m/s with a cost of 76,720. It can be increased to over 220m/s by replacing the CJE exhaust with a combustor, at the cost of more than doubling fuel usage per second. Must be flown manually.
