When you hit something with a destruction-enchanted weapon, the game considers it to be the same as if you had used a destruction spell, so it contributes.
anyhow, a few things I noticed:
1. the thundersword and shooting star both proc'd while in blackreach, despite it being pretty clearly not outside
2. The explosions from the Bow didn't deal damage to enemies
also I think that it's OK for weapons to be this powerful, just make them harder to get, especially shooting star
