As for placing blocks down there is a pretty write up already done that you can find after a quick google search, but basically just make your map, save it, back it up and close down the folders before going back into the game (I recently learned if you leave the windows open on a Windows OS machine it will delete your map from the maps folder and you lose it if it's not backed up), open up your map in sandbox or whatever mode you want I suppose and build everything, then copy the placedblocks.json file from that saved game and paste and replace it in the map folder. You might have issues with removed blocks and such but that should get you started at least.
