Dowload & Install https://www.nvidia.com/object/physx-9.13.0604-legacy-driver.html
2. Launch game
Launch game and click "No" when the User Account Control window prompts you.

*Do not click "Yes", as doing so will scrap the Legacy Driver and install the incompatible version. If
you do click yes, you will need to install the Legacy Driver again, and repeat step 2.
3. Enjoy
Hopefully this has fixed the issue and you can now go and appreciate the added effects.
