Forbid coolers

Description
Forbid coolers so colonists won't waste resources on them when it is not needed.

Since 0.19 coolers are persistent but they lose their use after a heatwave. Now you can deny access so that they can easily be refueled the next time they're needed.

Just spotted this mod and feel that it could be very useful to stop wasting of wood. Wonder why that isn't in the base game, definitely should be!
