There's probably a few more of his lines in english_gamespeech.sga, but they're all lumped with other voices in a million different subfolders. Typically anything starting with sa_tec, but I sincerely doubt they're worth digging up.
I found all these files a couple weeks ago when I started making the DoW voice packs myself, but I haven't had the time to work on them and then I noticed you had taken the challenge up yourself with the apothecary =p
A list of all the files I could find for the techmarine:
--In Dawn of War 2--
english_200_speech.sga
wav > speech > mp > spacemarine > tec
wav > speech > sp > xp1 > tec
english_gamespeech.sga
wav > speech > sp > space_marine > mission_c > techmarine
--In Dawn of War 2 Retribution--
english_000_speech.sga
wav > speech > mp > spacemarine > tec
wav > speech > mp > spacemarine > tec > cyr
english_spacemarinempspeech.sga
wav > speech > mp > spacemarine > tec
wav > speech > mp > spacemarine > tec > cyr
english_000_speech_campaign.sga
wav > speech > sp > xp2 > mar
Really? Well, I couldn't find them. I looked in the place most audio files are located in DoW2, but couldn't find that many.
Initially I had this mod on hold because I didn't feel like it had enough lines to be good, but then DimDim got me some more lines, I think from the UA mod for DoW1, so I could release this with more confidence. I still feel like it is fleshed out enough, but having those other lines would be great.
You mentioned the techmarine lacking lines in the game files, but he actually has far, far more than the apothecary. Not only that, he also has access to every single one of Cyrus's generic lines in the techmarine voice. He has over 1,500 unique lines (granted a lot of those are different recordings of the same lines)
