Starting Garlands

Description
Flower crowns are cute. Why not spawn with one?

When a player spawns, they will have a garland added to their inventory. (Ex: Wes starts with a Garland and a Pile o' Balloons.)

This mod should work fine with others that modify characters or starting inventory.
