dupe description:

use the pac3 editor to find the group that has the traffic cone in it, then set the owner name to "self" then set the other groups owner name to "viewmodel" for this to work.

inspired by the "Cone Head - The Manifestation of Man's Inner Struggle Against Traffic Laws" meme

Mark was a regular guy. He had a car, he drove to work, he did accounting with John, drove back home, he had a car.
John was not a regular guy. While Mark filed the company's profits, John was busier. He wasn't focused on plotting budget efficiency, he was focused on plotting getting more budget.
Mark never suspected of his coworker, he drove and worked and drove and slept. He never heeded mind to John's unnaturally large stacks of paper, or his face of malice, or his growing silence towards him... or the oddly placed traffic cones on that fateful day.
Being a regular accountant, Mark had limited monetary resources. Definitely breathing space for a bit of spending here and there, but one thing goes wrong and he's facing lifetime debt. John, to Mark's unwitting dismay, didn't care about that.
John's lawyer was relentless, and accused poor Mark of twenty-seven different infractions, sixteen of which made him directly owe John money. No matter how much he pleaded, all the proof of the things he hadn't done was right there. It was no use. It was over.
That low blow shattered Mark's life.
Mark was no longer a man. His car was confiscated, his house sold, his job lost, his money gone; his identity forsaken. He visited his workplace one last time. The bastard had gotten so much money from that trial he could just disappear, and so he did. He noticed the cone responsible for 6 of the blows dealt to his dignity that day and the sign that caused another four.
Cone Head was no longer a man. To this day he still fights against the exploitability of traffic laws, so that the Marks out there will not be struck down; and to seek John and put an end to his corrupt use of law and finally deliver retribution. The sign he carries as a weapon serves as a great message to whoever thinks they can continue to live their lives of villainy.
