Comeback! Burned Floor

Description
Change the moving speed of the burned floor to 59% which is the same as beta.
Furthermore you will be able to make burned floors directly.

@The Rabid Otter: Use a terraforming mod like Fertile Fields or my Foundations mod to convert soft sand into usable terrain. I think you can also use a moisture pump in the base game.

@krakus, ah, so a literally burnt floor. Ok. By chance do you know how to build on soft sand? This seems to be a new thing in 1.0...or else I never tried to build on soft sand in earlier versions.

@The Rabid Otter It is a slow walking floor which is created by burning flooring and carpets
