"Domine, salvum fac imperatorem!"

Revoking the privilegia no longer gives a vassal swarm. Instead, it unites the HRE. Hence, there is one reform fewer than in vanilla. This is to introduce some sense of balance as the vasal swarm is na absurdly OP tool of world domination.

Member states still leave if they do not vote for revoking.

Uniting the HRE gives permanent claims on imperial land not inherited - both in the hands of former members and in the hands of foreign powers.

Uniting the HRE does not change tag. This is to not deprive a successful emperor of all flavour of his own country. Ideally, all flavour would check for national ideas as opposed to tags (this would also make sense for Italy, Germany and Scandinavia). However, making it so would render the mod imcompatibile with most other mods while now it is highly compatibile.

The Rome reborn modifier (given for uniting the HRE) was changed to keep some of the boni from the reforms (building cost, dev cost, coring cost). Its original boni were removed (as well as 250 ADM for uniting).

Clinamen mods are designed to improve realism and gameplay without introducing new mechanics or messing with the AI.
