Embermage Tiered Passives (v.3)

Description
Mod two of four in my series to enhance passive play! I love passives in games like this so I took it upon myself to add a little more oomph to each class's passives, and to also make it feel more cohesive with the other skills. Also, there are lots of passives that I feel no one ever takes so this should make some of those more attractive without (hopefully)making them overpowered. Enjoy! SYNERGIES COMPATIBLE!

Charge Mastery Tier 1: Increases cast speed by 3%
Tier 2: Increases cast speed by 6%
Tier 3: Increases cast speed by 10%

Elemental Attunement Tier 1: Decreases all elemental damage taken by 3%
Tier 2: Decreases all elemental damage taken by 4%
Tier 3: Decreases all elemental damage taken by 5%

Fire Brand Tier 1: Burst of damage can now strike an additional nearby enemy
Tier 2: Can strike a second additional target
Tier 3: Can strike a third additional target

Staff Mastery Tier 1: Also reduces physical armor of the target (per-level scaling)
Tier 2: Increases the physical armor reduced
Tier 3: Increases the physical armor reduced

Frozen Fate Tier 1: Now affects up to 8 enemies and deals a flat amount of damage to them
Tier 2: Affects up to 10 enemies, damage increased
Tier 3: Affects up to 12 enemies, damage increased

Ice Brand Tier 1: Burst of damage can now strike an additional nearby enemy
Tier 2: Can strike a second additional target
Tier 3: Can strike a third additional target

Prismatic Rift Tier 1:+1 max teleport distance,+.5 seconds teleport stun duration, +3% chance of elemental effects
Tier 2:+1 max teleport distance,+.5 seconds teleport stun duration, +6% chance of element effects
Tier 3:+1 max teleport distance,+.5 seconds teleport stun duration, +10% chance of elemental effects, +1% chance to cast Rift Death when hit which instantly kills the attacker

Wand Chaos Tier 1: Adds an additional bizarre effect
Tier 2: Adds two more additional effects
Tier 3: Adds two more additional effects, and results doubled

Lightning Brand Tier 1: Burst of damage can now strike an additional nearby enemy
Tier 2: Can strike a second additional target
Tier 3: Can strike a third additional target

One thing that I liked was how DDO did their "auto-kill but not on bosses" thing for Monks. The attack did +500 damage, with the rationale being that most normal mobs would die from it, but bosses would not. Doing it that way still preserves the skill's usefulness against bosses, though, since it still took off a nice chunk of their health.

Yeah, just something I noticed. Boss immunity or just a large amount of damage to the boss would probably be better.

It feels to me that as an Embermage, if you're willing to let the boss hit you for a 1% chance of killing it, be my guest, its likely you'll die as well. Now, I understand that you'll likely get hit by bosses regardless of what you do, and some, like the Artificer have certain skills that will hit multiple times which ups the chances, but I feel like its fine considering you have to have the skill maxed, something has to hit you first, and its still only a 1% chance.

That being said I'm still looking at the skill and if consensus is that its too strong on account of boss fights, I'll change/remove that part of it.

Pretty awesome idea. The only thing I'm not sure about, though is the +1% chance to cast Rift Death on Tier 3 Prismatic Rift. It seems perftectly fine for regular mobs, but I feel like it could ruin quite a few boss fights, unless you made it so that bosses are immune to Rift Death.

The tier one bonus from the skill Charge Mastery wasn't functioning correctly so it has been updated
