If you're gonna have the player deal with just having a pistol, have them need to commit to a fair amount of fighting with it before giving them a shotgun, or have them fight enough enemies that don't drop shells that they'll burn through all their shotgun ammo if they don't use the pistol more. If you're gonna have hazards that interfere with platforming and combat, try having it play a constant threat so there's always pressure on the player. In the case of this map, maybe taking out the sight-blocking concrete so that the dudes below will always be able to shoot at you as long as you're in the platforming section.
