Synthetic Resources Rework

So this is a somewhat simple mod that does a basic rework of how the Synthetic Refinery works in game.

Basically, what it does is it take the Initial factory, and removes the initial resource production of Oil and Rubber, but throws dummy values in for the base building, and you can research new technologies for each of the resources to increase production incrementally.

You start off with a blank building that produces nothing, but each technology increases output by +2, so by the end game you can have a factory that produces +8 of each resource if you keep up with your research.

I wanted to get this mod out for feedback and suggestions, so as of right now, the mod is really rough around the edges. I still need to add graphics and descriptions for the new technologies.

I also have not done any testing on game balance, so any notes on that would be appreciated! (Only did some bugtesting to make sure new code was working)

Also, if there is anyone who is good with small picture graphics and would be willing to help that would simply be awesome! (You can see my editing quality in the thumbnail: Not the best.)
