I could not find the entry point per artisanix instructions below. I do not know why this map works for some people and not for others.
Such issue with map from the mod not showing in game is not of game's design. It's just that the mod's author have not set certain mod's properties.
Your mod has missing Entry Point that should inform the game's engine which map to register. To fix this, you just need to go in ModBuddy to your mod's properties, switch to Content tab, and add Entry there of Map type, which should point to your map file. Then compile the mod again.
And to test whether it works in game properly, make sure you don't have your map file in Civ5\Maps folder as well*.
* and probably you have it there, as WorldBuilder puts new maps in that location by default, so for you, the mod's author, this will always work, but not for others if you make the mod without that Entry Point.
