V-Mods: Low Vision

Why? Because I could. And it's a way to make vision from buildings more precious.

All the changes:
Base Vision of all units -1 (2 instead of 3)
Flying bonus -1 (+1 instead of +2)
Giant surface vision bonus -1 (+1 instead of +2)
Nightvision bonus -1 (+1 instead of +2, now only counteracts underground penalty of -1)
Float gives no surface bonus (was +1)

Compatibility:
Changed base vision stat in Title.rpk -> AoW Global Settings
Some bigger overhaul mods probably change values there as well so not compatible with them.
Changed giant and float requisites. Mods that change them as well won’t be compatible.
