Fix China: More Mandate From Stability

Description
A bit of a cheat mod that changes the mandate gained per month per point of stability from 0.02 to 1.

I had a lot of trouble with losing mandate in the late game due to being bordered by powerful non-tributaries, so I made this to avoid falling apart. If you're planning on toppling another country with the Mandate of Heaven, it's best not to activate this until after you've taken it for yourself.

Not ironman compatible.

I may fix this in the future, but with the Manchu update I feel like mandate gain and loss is more fair, so there's less of a need for this mod

you know, I think a good way to balance this would be to also have negative mandate from negative stability. It would make a lot more sense than what is currently in the game
