CODBO Dragunov Reticle for PO4x24

Description
Replaces the PO's reticle with the Dragunov reticle from Black Ops. The one in Black Ops wasn't aligned very well, so I edited it a little. The point of impact is right at the uppermost tip of the triangle.

I'm not sure why there's a really crusty outline that's only visible in certain lighting conditions, but it would take a lot of work to fix, so I'll leave it for now unless it causes people a lot of trouble.
