Found that even with HYPERLANE_GEN_REMOVE_PERC=0.50 (vanilla=0.20, 0.60 here), starts on the outskirts of huge galaxies can be a bit restrictive (bottlenecked by other empires or neutral fleets), as systems get sparse there and most hyperlanes get removed.
Knobs that are currently there don't seem to be enough to affect center-vs-edge hyperlane distribution, but some tweak in-between vanilla x1 and x0.75 is still better than nothing.
Hopefully common enough complaint to be addressed properly in one of the patches, though didn't post anything to the forums about that myself.
