Make sure you aren't using another submod that changes the UI elements as that would break the UI here. If you aren't let me know. I'll do a double check at some point soon and fix it.

If that is a submod for OWB it should work fine unless they change things like the ideology code names and caps scripted effects etc.

If they do change some drastic stuff in OWB then it might not fully work only partially.

You need a mod that increases the max limit in the defines file.

The only mod I know of that increases that limit is Better Mechanics: More Spies but you might be able to find more/other mods that do the same.

With the operative cheat, It says plus 30 operatives but the max is still 10. Is there a way to uncap it and get all the operatives? thankyou

Did OWB actually add breakthrus? Last time I played it they didn't have any made.

And it's a shame there are no Breakthrough Points.
